Solution case studies are scenarios based on common industry problem patterns. They do not refer to any client and are not MarkasDev project portfolio items. Our client portfolio is published separately.

Industry context

This page studies a public programme of Indonesia’s Ministry of Agrarian Affairs and Spatial Planning / National Land Agency (ATR/BPN). It is not a MarkasDev project. MarkasDev did not build or operate electronic land certificates, the Sentuh Tanahku app, or Electronic Mortgage (HT-el) services. Every number, date, and quote below comes from sources we opened: the presidential launch speech on Setkab.go.id (4 December 2023), ANTARA, Kompas, and VOI reporting that quotes ATR/BPN officials, the JDIH ATR/BPN entry for Ministerial Regulation No. 3/2023, and the HT-el portal. Full links are listed at the end.

On 4 December 2023 at the State Palace, President Joko Widodo launched Electronic Land Certificates with then Minister of ATR/Head of BPN Hadi Tjahjanto. In the official speech published by the Cabinet Secretariat, Jokowi said electronic certificates reduce the risk of losing proof of ownership through loss, theft, or damage from disasters and fire; make data management easier; save transaction costs; and improve data confidentiality and security. The event was marked by the handover of 2,550,800 land certificates nationwide (the figure stated in the presidential speech).

For leaders in property development, construction, regional property SOEs, mortgage banks, notaries/PPATs, and local governments that manage land assets, the case matters because it changes the form of title evidence: from paper blanks that can be lost or forged into an electronic PDF in the right-holder’s digital vault—with a certified electronic signature and a QR code for authenticity checks—while still allowing a printed copy on security paper when needed.

Problem

Before electronic certificates became a standard service product, proof of land rights in Indonesia rested on physical blanks. The operational risks were concrete: documents lost, damaged by disaster or fire, stolen, or forged. At the 4 December 2023 launch (ANTARA and Setkab), President Jokowi explicitly cited loss, theft, and disaster damage as reasons to move to an electronic form. Minister Hadi Tjahjanto (ANTARA, 4 December 2023) added goals of more effective and efficient land registration, fewer certificate-production errors, less discretionary interaction, and less room for land mafias to operate.

Economically, titled land is collateral. Without certainty and speed in information, transfer, and mortgage services, credit and property cycles slow down. In 2024—the first full year after the mass launch—Minister of ATR/Head of BPN Nusron Wahid (Kompas, 31 December 2024; ANTARA, 7 January 2025) reported 8,058,650 incoming service files, the highest in the ten-year series he cited (previous maximum around 6.6 million in 2015–2023). Land-information services (3,740,908), mortgages (1,787,501), and rights transfers (1,258,036) dominated—showing volume pressure on channels that need quickly verifiable juridical data.

The technical problem is not “scan the certificate and done”. Physical data (location, boundaries, area) and juridical data (right-holder, encumbrances) must enter an Electronic Land Book (BT-el), be ratified with an electronic signature, and be issued as an Electronic Certificate (Sertipikat-el). ATR/BPN Ministerial Regulation No. 3/2023 (enacted 16 June 2023, promulgated 20 June 2023, JDIH ATR/BPN) revoked Regulation No. 1/2021 and became the framework for electronic documents in land registration. That implies migrating old blanks, digitising dossiers (warkah), onboarding land offices, educating right-holders, and integrating bank partners for HT-el—not merely swapping a PDF template.

Constraints

  • Legal framework: ATR/BPN Ministerial Regulation No. 3/2023 on Issuing Electronic Documents in Land Registration (in force 20 June 2023, revoking Regulation 1/2021) — JDIH ATR/BPN
  • Sertipikat-el is an electronic document (PDF) in the right-holder’s electronic vault, with a BSrE-certified electronic signature and QR code (ATR/BPN explanations as quoted by Kompas, May and September 2025)
  • What becomes electronic is the juridical aspect/data; the physical land remains physical (Sesditjen PHPT Shamy Ardian, Kompas 20 October 2025)
  • Old-blank replacement: non-tax state revenue (PNBP) of Rp50,000 per certificate, about 19 working days, dossier digitisation, physical blank withdrawn to the land office (Kompas 20 October 2025)
  • Right-holder access via the Sentuh Tanahku app or the official BPN portal; a printed copy on special security paper may still be issued by the land office (Kompas, ATR/BPN)
  • HT-el has run since 2019 through registered partners at https://htel.atrbpn.go.id (ANTARA, 7 January 2025)
  • Officials describe security using block data directed toward blockchain integration (Hadi Tjahjanto, ANTARA and VOI, 4 December 2023) — public technical detail is limited
  • Evidence limits: official Sentuh Tanahku download totals, national uptime SLAs, media-conversion vendor detail, and full production blockchain status were not found as complete official figures in the sources we opened

Approach

Diagnose

This section is our analysis of how a Diagnose phase appears in the public electronic land-certificate case. It is not a claim that MarkasDev did the work.

Diagnose starts from recognising that physical blanks no longer match the scale of national land registration or the operational risks (loss, damage, forgery). Jokowi’s Setkab speech linked digitisation to state data management and lower transaction costs. Hadi Tjahjanto stressed registration effectiveness and shrinking space for land mafias. In data-architecture terms, Regulation 3/2023 separates the Electronic Land Book (BT-el) as a juridical-physical data block ratified by electronic signature from the Sertipikat-el as the electronic document issued by the system.

So Diagnose answers: what is the source of truth (the land book at the land office), what must become the digital legal artefact (Sertipikat-el + electronic signature), how right-holders access it without carrying a blank (vault + Sentuh Tanahku), and which downstream services must also go electronic (HT-el, transfers, land information).

Diagnose questions for your organisation: which proof documents still live only on paper and are a single point of failure? Which credit or transaction processes stall because title verification is slow? Which external partners (banks, notaries, auditors) must read rights status electronically? See our Diagnose approach.

Deliver

This is also analysis. Deliver in this programme looks like a mix of regulation, a national electronic system, a citizen access channel, and downstream services for creditors.

The blank-replacement flow summarised by Kompas (20 October 2025) from ATR/BPN explanations: the applicant goes to the land office with identity documents and the original analogue certificate, documents are verified, PNBP of Rp50,000 is paid, data are digitised and dossiers scanned, a Sertipikat-el is issued with an electronic signature, email notification follows, access is via a Sentuh Tanahku/portal account, and an optional security-paper printout may be provided. Stated process time: 19 working days. Kompas (May 2025) adds that the PDF sits in the right-holder’s electronic vault, with a BSrE electronic signature and QR code.

On the financing side, HT-el lets registered bank partners file mortgages electronically (portal htel.atrbpn.go.id, since 2019 per ANTARA). That links digital title evidence to the credit cycle—where property, construction, and financial institutions meet.

Reasonable acceptance criteria for similar programmes (our analysis): a legally valid digital artefact, a public verification path (QR), a backup print path, and downstream services (collateral, transfers) that do not force a return to old blanks. See also systems & API integration, mobile apps, web & custom software, and Deliver.

Operate

This is also analysis. Operate for electronic certificates is the work after go-live: migrating blanks, expanding land offices that handle electronic transfers, educating right-holders, and sustaining public trust in document authenticity.

Kompas (31 December 2024) quoting Nusron: from the December 2023 launch through end-2024, 3,192,663 electronic certificates had been issued. Kompas (20 October 2025) cites 6,145,774 electronic certificates (6.4 percent of certificates already issued at ATR/BPN), up from 639,423 a year earlier—about 5.5 million more in a year per that article’s framing. In the same period, 35,182 electronic transfer deeds had been issued and 474 land offices (98 percent) had performed electronic transfers.

ATR/BPN spokesperson Harison Mocodompis (Kompas, 22 September 2025) stressed Sentuh Tanahku for authenticity checks via barcode/QR. Without that education and self-service channel, electronic certificates only change format without changing field verification behaviour.

In an Operate frame, the lesson for organisations is: digitising legal documents is not finished on launch day. Impact depends on migrating the old stock, adopting service offices, onboarding external partners (banks/PPATs), and letting citizens verify without queuing at a counter.

High-level architecture

This flow is our simplification of ATR/BPN explanations quoted by Kompas, the Setkab/ANTARA launch materials, and the Regulation 3/2023 frame — not an audit of the production system. Sources we opened do not claim AI as a core component. Officials cite block data and a blockchain integration direction, plus BSrE electronic signatures and QR codes. API protocols between land offices and the centre, dossier storage capacity, and production blockchain status are not fully published in the open sources we accessed. Adoption figures (3.19 million end-2024, 6.14 million October 2025) and HT-el (1,787,501 filings, Rp882.7 trillion value in 2024) come from the Minister of ATR/Head of BPN via Kompas and ANTARA.

Typical outcomes

Figures below come from sources we opened. We do not round beyond what is written.

Launch, 4 December 2023 (Setkab.go.id, ANTARA): President Jokowi launched Electronic Land Certificates at the State Palace. The official speech cites the handover of 2,550,800 land certificates nationwide as the event marker, plus benefits of lower loss/damage risk, data management, transaction-cost savings, and data security. Hadi Tjahjanto (ANTARA/VOI) stressed registration efficiency, fewer errors, and block-data security toward blockchain. Physical security paper can still be issued when needed.

End of 2024 (Kompas, 31 December 2024, quoting Nusron Wahid): 3,192,663 electronic certificates issued since the December 2023 launch. 2024 service files: 8,058,650 (called the highest in 10 years, versus a prior maximum around 6.6 million in 2015–2023). Breakdown includes land information 3,740,908, mortgages 1,787,501, and rights transfers 1,258,036.

HT-el 2024 (ANTARA, 7 January 2025, quoting Nusron): 1,787,501 mortgage filings with a total value of Rp882.7 trillion. Electronic mortgage services have run since 2019 for registered partners at https://htel.atrbpn.go.id.

October 2025 (Kompas, 20 October 2025): 6,145,774 electronic certificates (6.4 percent of certificates already issued at ATR/BPN), up from 639,423 a year earlier (about 5.5 million more per the article). Electronic transfer deeds: 35,182. Land offices doing electronic transfers: 474 (98 percent). Blank-replacement fee: Rp50,000. Stated process time: 19 working days.

Verification channel (Kompas May and September 2025): Sertipikat-el as a PDF in an electronic vault, BSrE electronic signature, QR, Sentuh Tanahku access.

Not found in open sources we opened: official Sentuh Tanahku download totals, aggregate uptime SLAs, national system build cost, and production blockchain implementation metrics.

Typical or expected outcomes, not claims about MarkasDev project results.

Further analysis: why this case matters for organisations in Indonesia

If proof documents in your organisation are still easy to lose, hard to verify remotely, or a bottleneck for credit and transactions, start with Diagnose, build systems and integration through Deliver, and sustain migration and education through Operate.

Electronic land certificates matter beyond ATR/BPN. The same pattern appears when regional SOEs digitise fixed assets, hospitals secure legal files, developers organise land due diligence, or banks verify collateral without shuttling photocopies of blanks. The core is an official source of truth, a valid digital artefact, a right-holder access channel, and downstream services that also go electronic.

Diagnose/Deliver/Operate lessons from this public case:

  • Diagnose: map proof documents, forgery/loss risk, and partners that must read status electronically.
  • Deliver: issue digitally signed artefacts, an access vault, QR verification, and partner integration (as with HT-el).
  • Operate: migrate the old stock, expand service units, educate right-holders, and monitor information/transfer/collateral volumes.

Common questions

Did MarkasDev build electronic land certificates or Sentuh Tanahku?
No. The programme belongs to the Ministry of ATR/BPN. This page is a study of a public case from accessible documents and reporting, not a MarkasDev client or portfolio item.
When were electronic land certificates launched?
The official launch was on 4 December 2023 at the State Palace by President Joko Widodo with Minister of ATR/Head of BPN Hadi Tjahjanto (Setkab.go.id and ANTARA). ATR/BPN Ministerial Regulation No. 3/2023 has been in force since 20 June 2023 (JDIH ATR/BPN).
How many electronic certificates do verified sources report?
End of 2024: 3,192,663 (Kompas, 31 December 2024, quoting Nusron Wahid). October 2025: 6,145,774 or 6.4 percent of certificates already issued at ATR/BPN (Kompas, 20 October 2025).
Does this case use AI?
The sources we opened do not position AI as a core component. ATR/BPN officials cite block data and a blockchain integration direction, plus BSrE electronic signatures and QR codes for authentication. We therefore set the AI field on this entry to false.
What can non-BPN organisations copy from this case?
Define the digital legal artefact and electronic signature first, provide a right-holder vault, offer self-verification (QR/portal), connect downstream services (for example financing), then operate migration of old documents in stages.
